The humanitarian assistance portion of the exercise provided an opportunity for NATO to work with local and national authorities, who provided the administration of the refugee camp.
In addition to Joint Command Southeast and the Turkish 5th Corps, exercise participants included the United Nations High Commissioner for Refugees, the Red Crescent, and Turkish local, provincial and national authorities.
